Historic Shift in Workforce Management

In an unprecedented move for its 51-year history, Microsoft has initiated its first large-scale voluntary buyout program targeting approximately 7% of its domestic workforce. The initiative comes as the technology giant prepares to execute a massive $190 billion capital expenditure plan focused on artificial intelligence infrastructure.

The departure package was introduced internally through a memorandum from Chief People Officer Amy Coleman on April 23, 2026, with further program specifics released on May 7, 2026. This voluntary strategy marks a distinct change in direction for the company, which previously relied on involuntary layoffs to execute workforce adjustments.

Eligibility Criteria Under the Rule of 70

Qualification for the voluntary buyout program relies on an internal formula designated as the "Rule of 70." To qualify, an employee's age combined with their total years of service at Microsoft must equal 70 or higher. Additionally, the option is restricted to staff holding senior director roles—designated as level 67—or below.

The initiative affects roughly 8,750 US personnel out of the 125,000 domestic employees reported by the company in June 2025. Because the qualifying metric naturally combines age and length of service, the offer primarily applies to a specific demographic of long-tenured employees nearing retirement.

Financial Packages and Strategic Objectives

Compensation under the program varies according to an employee's tenure and organizational level. Severance pay spans from a minimum of 8 weeks of base salary up to a maximum cap of 39 weeks. Departing staff are also granted continued medical, dental, and vision coverage extending up to five years post-departure.

Speaking during a recent earnings call, Microsoft Chief Financial Officer Amy Hood estimated that the total charge for the initiative will reach approximately $900 million. Wall Street analysts view the upfront expenditure as part of a broader trend among major technology firms aiming to trim ongoing operating payroll while shifting resources into capital-intensive artificial intelligence development.
