Circle has updated its Circle Mint fee schedule to eliminate net-redemption overage surcharges for institutional USDC and EURC conversions.

Circle Streamlines Pricing with Updated Circle Mint Fee Schedule
Stablecoin issuer Circle is removing its separate net-redemption overage fee for institutional customers converting USDC and EURC back into fiat currency. The pricing changes take effect Oct. 19, 2026, under a revised Circle Mint fee schedule. Existing clients will transition to the new pricing structure at the beginning of their next billing cycle on or following that date.
Under the published framework, institutional users can select between two options for off-ramping assets. The Standard track charges no Circle redemption fee, while the Express track charges a fee of 0.05%, or 5 basis points, on gross redemptions before credits. The overage surcharge has been eliminated across all tiers, while the Express base rate remains in place.
Tier Restructuring and Settlement Mechanics
As part of the structural update, Circle is renaming its basic offering to Standard and shifting its Institutional tier to Express. The previous Standard tier—which previously included a daily net-redemption fee and a $10 million daily gross cap—is being retired completely.
Processing time for Standard redemptions takes up to two business days, whereas Express redemptions offer near-instant processing. Both options cover Circle's internal verification, which is then followed by standard bank settlement timelines. Circle noted that settlement windows begin once a complete request is accepted, though compliance reviews, fraud checks, sanctions screening, or partner bank availability can extend timelines.
Net Minting Credits and Payment Rail Exemptions
Express customers who mint more stablecoins than they redeem in a given billing cycle remain eligible for fee credits against redemption charges. Circle calculates net minting by subtracting gross redemptions from gross mints. Credits start at 25% for positive net minting and scale to 75% at $40 million, reaching up to 100% for accounts achieving $100 million in net minting.
These fee credits cannot exceed the total redemption charges incurred during the billing period and depend on account activity. Accounts maintaining zero or negative net minting will receive no fee credits. Transactions routed through the Circle Payments Network are completely exempt from Express redemption charges, while separate bilateral agreements take precedence over the public schedule.
