Proposing Federal Oversight for Frontier AI Safety

Artificial intelligence developer Anthropic has delivered a confidential draft of a federal bill concerning frontier AI safety to United States lawmakers, according to Politico. Reported on October 16, 2026, the proposal outlines limited federal authority to intervene in the deployment of advanced artificial intelligence models.

Under the draft proposal, intervention would be restricted to scenarios where an AI model presents a foreseeable and imminent catastrophic risk. Specific intervention triggers include potential damages exceeding $1 billion or incidents causing serious injuries or deaths to more than 50 people.

Specific Danger Zones and Testing Requirements

The proposed legislation links intervention thresholds to three distinct danger zones: biological weapons, cyberattacks, and a developer losing control of its proprietary model. Additionally, the framework emphasizes independent testing, transparency, and ongoing evaluations as core pillars.

Independent evaluators would be required to register with the Commerce Department and conduct regular assessments without being compensated based on outcomes. Furthermore, emergent risks must be reported to the department within a 72-hour window, designating the Commerce Department as the sole authority permitted to request a federal judge to halt a model's deployment.

Expanding Infrastructure in Canada

In parallel with its legislative advocacy, Anthropic announced a long-term lease with EverWind Fuels on October 16, 2026, securing capacity at a new data center campus in Point Tupper, Nova Scotia. This agreement marks the company's first data center commitment in Canada, spanning an initial term of at least 20 years.

The initial phase of the EverWind project targets 95 MW of capacity slated to come online by late 2027, contributing to a broader campus buildout aiming for 420 MW by 2028. The overarching project represents a significant private investment in the region, supporting both local job creation and infrastructure development.
